What I don't understand is how a galactic empire could form so completely in just 20 years.

It seems like they would have a major disadvantage especially if the holonetwork were shut down.

Palpatine said the Republic was to be "reorganized". I gather he didn't really change much other than empower himself legally and divert the money. The Republic Senate became the Imperial Senate. No need to even hold new elections.

Tarkin tells us 20 years later that the Imperial Senate was finally just abolished, now that he had the Death Star to empower the Regional Governors through fear.

So I don't really see much heavy lifting there to transform a governmental system from one to the other; just use the infrastructure that's already in place and keep people behaved by leveraging your clone army and the end of the Jedi.
