IT Crowd face mug

I'm thinking about making up a replica of Moss's face mug from IT Crowd, as seen in the photos. The sides of the mug are plane white.



The trouble is, everything I can find deals with printing on the sides of the mug. So I have a few questions.

Are there any outfits that will do custom mugs with printing on the bottom?

Does anyone know if the mugs made for ink-jet sublimation printing have the special coating on the bottom, or just on the sides?

If I made some sort of a sticker, is there a good way to seal it?

Does anyone have other ideas for making something like this? Keep in mind I'm kinda lazy, so the finished product pretty much needs to be dishwasher safe.
