MPP Exactra Clamp Card

I'm looking for the clamp card for Vader saber. SlothFurnace is the go-to for this replica. But I'm confused. The photos of the blank card have a very different hole pattern. Is this just the other side? Every PC board I've seen the holes go all the way through to solder the leads. What am I missing?

The first photo is the blue board for the ESB/ROTJ/rotj hero. The other two photos are for the ANH V2 lightsaber.
