So recently I went on a spree of tracking down "old" sources. Well old sources for me, they were moved around and probably hidden for a few years.
One of those was to look for the Thornton Universal System for women. As soon as I did I realised that maybe the wardrobe department also used these books for reference because the seam and dart options are remarkably similar. And it was this that took Missy from being an idea to Must Make Right Now

Obviously her jacket is shorter
Even the skirt looks like it is from the same book:

Note how Missy's skirt has these front and back panels but no side seam.
I don't think it is the corselet skirt but the Close "Panel" Skirt does match what I have seen in behind the scenes photos. Then there is a deep folded pleat stitched down with matching braid to the jacket on one side.
(the panel may be only oin the front, but her skirt is twisted around on some mannequins and even on set a few times.)
It's a light wool twill I believe, closer to her heaven suit vs earth suit.
But there is also her blouse to pattern and find authentic parallels
On top of this I'll need to make her second device, the confession dial, the Dark Star Alloy brooch, styling a wig into that specific style (I prefer the season 8 style) and a dalek gun!

Bonus fun of interacting with other more serious Doctor Who costumers and propbuilders
I recently passed on my wool twill intended to make this when I realised my Dylon was the new stuff which is not friendly for protein fibres it dissolves it and makes it smell of ammonia, mmm-mm.) So I need to buy some more plus some dye. But I know the drafting system very well so can already know how much I'll need for skirt and jacket.
Finding boots may be a bit tougher, the louis heel was really popular at a few points recently but heel and boot combo is a bit hard. I do regularly puul shoes apart to make new ones, so might have to do so again. Just buy all the louis heeled items I can!
