Concept: close quarters battle
Dredd's world is set in future, full of crime, and so many thugs in every corner in the city. War between block that can endanger the residents, Dredd must accomplish his mission as quick as posible to minimize victim. So Dredd used equipment that can make him fight in close combat (CQB), it's not just accessories but it can be useful too.
The helmet equiped with heat detector which can make him know the enemy's position, with that heat detector he is able to see through the wall and smokescreen.
The helmet also equiped with removable mask that can make him throw tears gas or smoke bom and he can still go forward to shoot and fight
