Attaching hair to bald cap?

Hi!
I am a stay at home mom who makes super awesome costumes for my kids. :) I came here because I think the costumes you make are amazing. I'm hoping to get some advice from the experts!

My 8 year old wants to be Dr.Doofenshmirtz from Phineas and Ferb cartoon. Here is a picture of him:

I'm thinking of making a bald (cone head) cap out of liquid latex, but I'm not sure how/if I can attach hair to it? Since Dr. Doofenshmirtz's hair is so funny shaped, I was thinking perhaps EVA foam?

Does anyone have any ideas how to make that crazy shaped hair and how to attach it?

You can punch in hair fiber normally, but use actual Elmers glue to make the funky hair shape he has

example for a wig I did back ::cough::5 years ago ::cough::

Each of the "spider" legs (I call them that) is hair fiber glued together so that they are stiff and you can shape them as you like. Another hint is to use wire as a backing (I used 24 gauge floral wire) and you can have it shaped as you like
 
Wow!~ That is perfect! So you can just punch a hole through the latex bald cap and it won't tear the rest of it or anything?

you dont want to punch a large hole. You'll want to punch individual strands into the bald cap. What i would suggest doing is gluing down the bulk of the hair and then punching in the areas of hair around the borders to make it look a bit more real. To make a hair punching tool, simply take a craft knife and remove the blade. slide in a large sewing needle point first into the receptacle for the blade and lock it down. Then clip the eye of the needle on an angle so that you are left with a point and a hook on the end. You can use this to grab and punch individual strands of hair. I'll try to put together a tutorial on my youtube channel this weekend and post a link here for you.
