HELP figuring out how this skirt from Six the Musical was constructed?

Alright, so this is an extremely strange skirt. The green material is vinyl and the black is a faux leather. As you can see in some shots, the green vinyl seems to be the base layer with the faux leather over top. What is the best way of going about this, given that the squares and leather are all different lengths/sizes throughout the skirt? How do you think the skirt is able to hold the shape? Is it just the vinyl folded into place and sewn together section by section? Any help would be greatly appreciated. I would also be entirely welcome to ways that would work, but are not 100% accurate to the original construction of the skirt. I am a beginner.

From what I can tell, there's a green lining, then the holo green vinyl, then there's the third layer with the squares cut out. The vinyls are really thick and sturdy fabrics, which is how the skirt holds its funky Boleyn shape. Here you can see the patterned they used to cut the skirt.
Also, if you're looking for the fabric they used, I got you haha.

First off, so so sorry for resurrecting an old thread!
Second, I was lucky enough to see this costume on display at the Museum of Broadway in NY, and I got a peek at exactly how this was done! (No good pics of it, still biting myself for that...) It's as simple as- *drumroll* -a stiff band sewn in under each pleat to keep the material bowed! You can barely see it in this pic that I got here:
