The cap is missing on that one. It is an optical illusion, like when you can't decide if the box is inside or outside. If the cap would be on, we should be able to see the ring of the plastic ring.Also what I noticed while making this picture is that to my eyes this little highlight is the "C" letter , although I can't say for sure maybe someone that have a "h" cap can compare
second this, I very much believe this is correct. I have also seen the alternate version here - a straight sided rim instead of a rounded one seen in the chronicles pics.When I made that post I was just starting to look into Obi's saber details. I've read in the lightsaber guidebook something along the lines of "the discussion is still going on if it is a C or H cap" so I didn't at all consider that the cap could be missing.
I'm long since convinced that the cap is missing on this picture and also in the movie.
Roman's FX replica does not have this detail, but if you compare the shot to a real handwheel or a static replica I guess, there's internal step just where it can be seen here:

obviously needs some shaving as they are much taller than washers, but they are hollow inside so it will be very easy to do. Being hollow also makes them a good option for FX builds where the transistors are used as buttons (or at least this is what I'm considering using them for).
