I don't know if he is exactly the "best villain ever" but I don't know that I have ever seen a character I despised more than Tim Roth's Archibald Cunningham from Rob Roy. Tim did such an amazing job of being completely detestable.

Well... I'd have to understand the definition of "best" before I made my final choice.

Tim Roth WAS thoroughly detestable as Archibald Cunningham in RR. Never have I seen a squirt made so deadly.

The German from Basterds was excellent, but most effective at terrifying women and Frenchmen. And Brad Pitt made him a punk.

I stand by Bill the Butcher as the hardest egg that they ever boiled.

Well, I don't about "best" villians, but I figured I'd post some of my most recent favorites.

Memorable Lines:

Why: Well, you'd have to see the movie (primarily because I don't want to spoil things for you guys). Separate or together, these two are nothing but evil.

Name: Kazuo Kiriyama
Production: Battle Royale (2000)
Played by: Masanobu Ando
Memorable lines: None.
Why: Seriously, this guy is both silent and deadly. And to my surprised, he's just as equally deadly in both the original novel and the film adaptation. This is the kind of guy you don't want to run into during the game.

Production: Secret Window (2004)
Played by: John Turturro
Memorable Lines:
"You stole my story."
Why: Honestly, Turturro has played various characters, everything from the mousey character to the authority figure. His portrayal of John Shooter is the typical sinister that only Stephen King could provide. From his first appearance, you get a since of danger with him.

Production: Near Dark (1987)
Played by: Lance Henriksen, Jenette Goldstein and Bill Paxton.
Memorable Lines:
"We keep odd hours." - Severen
Why: In this day of "Twilight", where every tweenie thinks that vampires glow in the sunlight and want nothing more to do than love you, I tell them, "If you want a real vampire movie, watch "Near Dark." That's how vampires would be. They don't want to love you, they don't give a crap about you. All they want to do is eat you." And I honestly believe what I say. The actors pull off the roles perfectly, even though that they were casted together after "Aliens" was just a pure coincidence that lead to Kathryn Bigelow and James Cameron to meet, and eventually do "Point Break." But this is one of the better vampire movies, though it was not a commercial success because it was released at the same time as "The Lost Boys." (which is just as equally good)

Played by: Christian Slater
Memorable Lines:
"For the love of God, Robinson!"
Why: Now, I don't normally go for roles with Christian Slater in them, except for maybe his performances in films of the 1980s, such as "Gleaming the Cube" and "Heathers." And I have read the Stephen King novella that the movie is based on (which is a great read, by the way), and I've got to admit, though Slater doesn't match the physical description of Dolan, he does capture the mentality and ruthlessness of the character. As crazy as it sounds, he made a better Dolan than Stallone would have done (note: originally, Sylvester Stallone was originally slated to play Dolan). From the moment you see him to the final moment, Christian Slater sold the role, from the ruthless mobster to the desperation of the final moment.

I too, must place my vote for Hannibal the Cannibal. What makes him so scary is that he is so incredibly smart and his level of cunning is one step ahead and many levels above his adversaries. He is a pure predator who's patience is absolutely methodical. That and he feeds people their own brains.
 
if I hadn't gone for Keyser, i was going to go for Gruber - based solely on influence. He has to be one of the most influential villains of modern action movies, a template from which many others were drawn.

Agreed, this guy was probably the most despicable villain I have ever seen.
You actually felt like bashing this guys face in every time he appeared on screen. Some of the things this guys did were unprecedented in terms of past villains. He not only committed heinous acts, but he went of step further and poured salt on the emotional wounds of the victims.
Roth is a kick ass actor.
