May I ask what you used for the snow?
For the snow I used Woodland Scenics cement and snow
I started off with the base, and taped off the sides with masking tape, then brushed on the adhesive,did the first layer.
After the first coat dried, I used a spray bottle and did a layer of glue, followed by snow, then another layer of glue, and repeated the process about 4 or 5 times. That gave me the nice pristine snow. (when you do the later coats, you want to spray the adhesive in a mist so it doesn't make your snow look like it has tiny craters all over it, the best method I found was to spray up, and let the adhesive mist onto the base)
After I placed the model in the middle, I then took a cup of snow, and mixed it with the paste to about an oatmeal consistency,and then did the chunky snow that is packed in all around it. I applied it with a flat wide paint brush and just continued to pack the snow around the model until it looked correct.
I then used a smaller brush and applied the snow that is on all the flat surfaces of the AT AT
Once all that was finished, I removed the masking tape, then stained the base very carefully.
I let it sit over night to dry, and then applied a spray acrylic gloss coat to the snow to give it a sparkly, frozen look, and to the exposed wood of the base, and then applied a spray flat acrylic coat to the AT AT and to areas of the turned up snow
