Hey A little late to the party, but here is my version of this certificate. I am posting the vector here.
I have converted everything to outlines EXCEPT the 2 signatures. I have not done an exhaustive search for fonts that look better, nor have I gotten out the tablet and just forged the signatures yet, so these are just place holders that any of you are welcome to change to fonts of your choice.
I have used a lot of transparencies in this vector because I think it gave me the best "feel."
One of the layers in the file is an image of a parchment style paper. I would suggest deleting this layer and printing on something like Astroparche Celadon Paper. Here is a link. Parchment Printing Paper in Stock – Various Colors.
